Video: Chavez expects more OPEC oil cuts

Venezuela's President Hugo Chavez says in a speech to Congress that OPEC countries will likely reduce oil output to try and control falling prices. Chavez also announced in his address that Venezuela has joined with a Russian company to operate the state-owned Las Cristinas gold mine.
